ADR or Acquired drug resistance is a term used to describe resistance to anti-tuberculosis drugs developing in a patient due to sub-optimal therapy (usually not completing the course of treatment).
This of course lays the blame on the patient.
ADR can also be caused by the doctor not prescribing the proper dose or length of treatment.
